Azure Reserved Instances Calculator
Understand Azure RI savings, term options, exchange policies, and how to stack discounts for maximum cost reduction on your Azure compute bill.
What Are Azure Reserved Instances?
Azure Reserved VM Instances (RIs) are a billing commitment that lets you pre-pay for virtual machine capacity in exchange for a significant discount over pay-as-you-go rates. When you purchase a reservation, Azure guarantees you the discounted rate for the term — 1 year or 3 years — and automatically applies the discount to any matching VM running in the specified scope.
Unlike AWS Reserved Instances, Azure RIs are not tied to specific VM instances. The discount is applied automatically to any running VM that matches the reservation's attributes (VM series, region, and optionally VM size). This makes Azure RIs more flexible than their AWS counterparts — you don't need to manually apply reservations or manage instance mappings.
RIs are available for a broad range of Azure services beyond VMs, including Azure SQL Database, Cosmos DB, App Service, Databricks, and more. This guide focuses on Reserved VM Instances, which are the most common and highest-value application of the RI model.
Savings by VM Series — 1-Year and 3-Year Terms
Savings vary by VM series, as different series have different spot/demand dynamics and hardware generations. The table below shows representative savings for common VM series in East US (Linux, no Hybrid Benefit).
| VM Series | Use Case | Pay-as-you-go/hr | 1-yr RI/hr | 3-yr RI/hr | Max Savings |
|---|---|---|---|---|---|
| D4s v5 (4 vCPU) | General purpose | $0.192 | $0.124 (35% off) | $0.087 (55% off) | ~72% (with AHB) |
| E4s v5 (4 vCPU) | Memory optimized | $0.252 | $0.164 (35% off) | $0.113 (55% off) | ~71% (with AHB) |
| F4s v2 (4 vCPU) | Compute optimized | $0.169 | $0.107 (37% off) | $0.072 (57% off) | ~70% (with AHB) |
| NC6s v3 (6 vCPU) | GPU (ML/AI) | $3.060 | $1.958 (36% off) | $1.376 (55% off) | ~55% (Linux) |
| B4ms (4 vCPU) | Burstable | $0.166 | $0.104 (37% off) | $0.075 (55% off) | ~68% (with AHB) |
Prices are approximate and subject to change. Always verify current pricing at azure.microsoft.com/pricing/reserved-vm-instances/. AHB savings depend on your existing license agreements.
Payment Options: Upfront vs Monthly
Azure RIs offer two payment models. Upfront payment gives you the full RI at purchase and may offer a slightly lower effective rate on some SKUs. Monthly payment spreads the cost across the term with no interest charge — the monthly amount is simply the annual cost divided by 12 (for 1-year) or the 3-year cost divided by 36. Monthly payments make RIs accessible without large upfront capital expenditure.
For organizations with budget constraints or cloud cost governance requirements, monthly payments allow RI commitments to be treated as operational expense (OpEx) rather than capital expense (CapEx). Both payment options offer the same base discount percentage — the choice is purely financial.
RI Scope: Single Subscription, Shared, and Management Group
The scope of an RI determines which VMs receive the discount. Choosing the right scope is critical for maximizing utilization and avoiding wasted reservations.
- Single Subscription: The RI discount applies only to VMs in the subscription you specify at purchase. Simple to manage but limits flexibility. Best for single-subscription organizations or isolated environments.
- Shared Scope: The discount automatically applies to any matching VM across all subscriptions associated with your billing account (EA) or Billing Profile (MCA). This maximizes utilization by letting the discount float to wherever matching VMs are running.
- Management Group Scope: Applies to all subscriptions within an Azure Management Group hierarchy. Useful for organizations with complex subscription structures that want to limit RI sharing to a specific business unit or environment.
You can change the scope of an RI at any time without penalty. If you start with single subscription and later consolidate workloads, upgrading to shared scope is straightforward through the Azure portal or API.
Azure Reserved Instances vs Azure Savings Plans
| Feature | Reserved Instances | Savings Plans |
|---|---|---|
| Commitment type | Specific VM series & region | Hourly spend (any compute) |
| Max savings | Up to 65% (72% with AHB) | Up to 65% (less with full flexibility) |
| Flexibility | Series + region locked (exchangeable) | Any Azure compute, any region |
| Supported services | VMs only (separate RIs for SQL, Cosmos, etc.) | VMs, Container Instances, Functions, AKS |
| Best for | Stable, predictable VM workloads | Diverse, shifting compute footprints |
| Cancellation | 12% fee, $50K annual limit | 12% fee, $50K annual limit |
Stacking Strategies for Maximum Savings
The most cost-effective Azure configuration stacks multiple discount layers. A fully optimized Windows Server VM on Azure can achieve up to 72% savings vs list price:
- Step 1 — Choose the right VM series: D-series and E-series v5 offer better price-performance than older v3/v4 generations. Always baseline on the latest generation before purchasing RIs.
- Step 2 — Purchase a 3-year RI: Get ~55% off the Linux base price. For Windows VMs, the base price includes OS license cost which can be eliminated via Hybrid Benefit.
- Step 3 — Apply Azure Hybrid Benefit: If you have on-premises Windows Server licenses with Software Assurance, enabling AHB removes the Windows license component from the Azure bill — saving an additional 20–40% on top of the RI discount.
- Step 4 — Use shared scope: Set the RI to shared scope so the discount automatically applies across all subscriptions, maximizing utilization even if workloads shift between subscriptions.
- Step 5 — Monitor utilization: Use Azure Cost Management's Reservation Utilization report to ensure your RIs are being fully consumed. Low utilization RIs should be exchanged for better-matching SKUs.
When Not to Use Reserved Instances
RIs are not always the right choice. Avoid purchasing RIs for: workloads with unpredictable usage patterns, dev/test environments that run only during business hours (consider Azure Dev/Test pricing instead), workloads in pre-production that may be decommissioned, or any VMs running less than 50% of the month. For workloads spanning multiple regions or VM series with uncertain direction, consider Azure Savings Plans for their greater flexibility at a slightly lower maximum discount.
Frequently Asked Questions
How much can I save with Azure Reserved Instances?▼
Azure Reserved Instances (RIs) can save you up to 72% compared to pay-as-you-go pricing when combining a 3-year RI with Azure Hybrid Benefit. A 1-year RI alone typically saves 30–40%, while a 3-year RI saves 50–60% before Hybrid Benefit. The exact savings depend on the VM series, region, and OS. D-series and E-series VMs generally see 35–40% savings on 1-year terms.
What is the difference between 1-year and 3-year Azure Reserved Instances?▼
A 1-year RI requires a commitment for 12 months and typically saves 30–40% vs pay-as-you-go. A 3-year RI requires a 36-month commitment and saves 50–60%. Both can be paid monthly or upfront (upfront gives a small additional discount). The 3-year RI is best for stable workloads you're confident will run long-term, while the 1-year RI offers a balance of savings and flexibility for evolving infrastructure.
Can I cancel or exchange an Azure Reserved Instance?▼
Yes, with limitations. You can exchange an RI for a different one (different size, series, region, or term) at any time without penalty — the new RI is billed at the pro-rated remaining value. Cancellations incur a 12% early termination fee on the remaining value, and there's a $50,000 USD annual limit on self-service cancellations. Microsoft does not charge a fee for RI exchanges, making them a useful flexibility tool.
What is Azure Hybrid Benefit and how does it stack with Reserved Instances?▼
Azure Hybrid Benefit (AHB) lets you use your existing on-premises Windows Server or SQL Server licenses (with Software Assurance) in Azure, eliminating the OS/software license cost from your Azure bill. When stacked with a 3-year RI, the combined savings can reach 72% vs pay-as-you-go with full license pricing. AHB is applied at the VM level and works independently of the RI discount — both apply simultaneously.
What is the scope of an Azure Reserved Instance — single subscription vs shared?▼
RI scope determines which subscriptions can benefit from the reservation. 'Single subscription' scope applies the RI discount only to VMs in one specific subscription. 'Shared' scope applies across all subscriptions within the same billing account or enrollment. 'Management group' scope covers all subscriptions in an Azure Management Group. For organizations with multiple subscriptions, shared scope maximizes RI utilization by allowing the discount to float to any matching VM.
What is the difference between Azure Reserved Instances and Azure Savings Plans?▼
Azure Reserved Instances commit to a specific VM series and region for maximum savings (up to 65% alone). Azure Savings Plans commit to a fixed hourly spend (in USD) across any compute service — including VMs, Container Instances, and Azure Functions — in any region. Savings Plans offer 15–65% savings and much more flexibility. For predictable, stable VM workloads in known regions, RIs give more savings. For diverse or shifting workloads, Savings Plans provide better flexibility.
